King Township addresses environmental damage from pool draining, illegal fences and garbage dumping on public land

King Township is experiencing several issues related to the misuse of public land, which are affecting the local environment and community amenities. These problems include the draining of pools onto public land, illegal construction of fences on public property and the dumping of garbage. These activities are causing significant damage, particularly to the Township's trail system and natural areas.

The pool drainage and illegal garbage dumping are also in contravention of King’s Clean Yards Bylaw #2016-68 which sets out minimum standards for properties, including rules on litter, waste and property maintenance to help ensure that properties are safe, clean and attractive in relation to adjacent properties.

Pool drainage

Residents are reminded that draining pools onto public land, including next to a trail system, is strictly prohibited. This practice leads to standing water on trails, making them impassable at times and creating hazardous conditions for trail users. Additionally, it contributes to soil erosion, which can have long-term detrimental effects on the environment.

King’s Clean Yards Bylaw #2016-68  states that pools, hot tubs and sump pumps need to be drained in a way to prevent ponding and can’t be discharged onto walkways, boulevards, stairs or neighbouring properties.

Illegal fences

There have also been reports of residents building fences on public land. This encroachment (the trespassing onto another person's property) not only violates Township regulations but also restricts access to public spaces meant for the enjoyment of all residents. King Township is committed to preserving these communal areas and ensuring they remain accessible to everyone.

King’s Parks, Facilities and Loitering Bylaw #2016-103 states that it’s illegal to encroach on a public park by either building a fence or creating an access point through an existing fence.

Garbage dumping

The illegal dumping of garbage on public land is another pressing issue and contravenes King’s Clean Yards Bylaw #2016-68. This not only detracts from the natural beauty of King Township but also poses health and safety risks to the community and wildlife. Residents are urged to dispose of their waste properly and utilize designated waste management services.

Education, compliance and enforcement

King Township's Bylaw Services team is proactively tackling these issues by educating those found misusing public land to encourage compliance. If these educational efforts are unsuccessful, enforcement actions and the issuance of fines will follow. Set fines range from $125 to $800 depending on the offence.

Report violations

Residents are encouraged to report any instances of illegal pool draining, fence construction or garbage dumping to the Bylaw Services team. Reports can be made through the township’s website at king.ca/by-law or by emailing by-law@king.ca.
